If the tank is silent

A completely silent tank usually means the fill valve is not receiving water or is not opening. Start with the shutoff valve, supply line, float, and fill valve.

If you hear water but the tank stays low

The toilet fill valve uses a float to sense tank water level. When the water level falls after a flush, the float should fall too, opening the fill valve. When the water rises to the set level, the float rises and closes the valve.

Modern toilets often use a cup-shaped float that slides up and down the fill-valve shaft. Older toilets may use a ball float on an arm. The fill valve is the tall assembly that lets fresh water into the tank after every flush. Internal seals and moving parts eventually wear. A valve can fail gradually, with slower and noisier refills, or more abruptly, leaving the tank empty after a flush.

  • no refill sound even though the shutoff valve is open,
  • water starts only when the float or valve is tapped,
  • intermittent refilling,
  • new hissing or squealing,
  • water flow that has become progressively weaker, or

4. Sediment or mineral debris is blocking the fill-valve inlet

A fill valve has relatively small water passages. Rust flakes, sand, mineral scale, or debris stirred up by plumbing work can restrict those passages enough that the tank barely fills or stops filling altogether.

This is especially worth considering when the problem began after:

  • a water-main repair or hydrant flushing,
  • work on the home’s plumbing,
  • the water was shut off and turned back on,
  • a private well began producing sediment, or

Before disconnecting a supply line or opening a valve assembly, close the toilet shutoff valve and confirm the water has stopped. Keep a towel and small container nearby because some water will remain in the line and tank.

5. The toilet supply line is kinked, blocked, or deteriorated

The flexible line between the shutoff valve and the bottom of the toilet tank carries all refill water to the toilet. A sharply bent or kinked line can restrict flow. Older supply lines can also deteriorate internally even when the outside looks acceptable.

Inspect the line for:

  • a tight bend or kink,
  • crushing behind the toilet,

6. The problem is upstream of the toilet

Before replacing toilet parts, check a nearby cold-water faucet. If several fixtures have no water or unusually low pressure, the toilet may be innocent.

Possible upstream causes include:

  • a house main valve that is closed or partly closed,
  • a neighborhood or utility outage,
  • plumbing work elsewhere in the building,
  • a pressure problem,
  • a frozen pipe in climates where that can occur, or
  • a well or pump issue on a private water system.

7. The flapper or flush valve is stuck open

This cause can be deceptive because the toilet may sound as though it is filling forever while the tank remains nearly empty. The water is entering the tank, but it is immediately escaping into the bowl.

After a flush, watch the flapper or flush-valve seal. It should lift to release the flush water and then settle back onto its seat. Problems that can keep it open include:

  • a chain that is too short or tangled,
  • a flapper that catches on another part,
  • a warped or swollen flapper,

If the tank stopped filling immediately after someone replaced a flapper, fill valve, handle, flush valve, or other tank component, suspect the new setup before assuming a second part failed at the same moment.

Check that:

  • the float can move without touching the tank wall,
  • the handle arm is not pressing against the fill valve,
  • the chain has a little slack and is not wrapped around another part,
  • the refill tube is routed neatly and is not restraining the float,
  • the fill valve height is appropriate for the tank, and
  • the shutoff valve was reopened after the repair.

  1. Check another faucet. Confirm the home has normal cold-water service.
